Carl has almost thirty (30) years of human resources work experience in the public sector (28 years with the NY State Government) and 1 1/2 years with the municipal government where he's currently assigned) in the areas of personnel management and labor relations. He has extensive knowledge of New York State Civil Service Law, rules and regulations as they pertain to public employment recruiting, hiring and retention.
Carl has assisted managers in administering and interpreting varous contract Articles contained in numerous collective bargaining agreements. For example, he has ensured that the grevience and disciplinary processes are administered in accordance with said agreements. Carl has also provided guidance to managers/ supervisors in addressing all aspects of employee counseling/ discipline, up to and including presenting the matter before a disciplinary arbitrator.
Carl was also responsible for administering the Federal Drug and Alcohol testing program for the safety-sensitive (CDL) employees for a New York State agency, including the disciplaryaction(s) taken against employees who failed their test(s). He also investigated employee complaints, processed employee/union grievences, served as agency liason for the Employee Assistance Program (EAP), drafted and updated numerous Human Resources policies and performed a wide range of other human resources related activities.
